The man responsible for Shaatiguduud's army, Mayow Tesiyow, is said to be surrendering to the prominent member of parliament who is in charge of Bay Region, Xaabsade. The living condition of Bakool Region is deteriorating since the RRA break-up. Hassan Mohamed Nur was highly respected in Bay Region before he allied himself to Ethiopia and Abdullaahi Yusuf's cunning trap. Too many conflicts had been created in Bay and Bakool by Ethiopians who easily manipulate and dictate how day to day things prevail. The presence of the MPs and Ministers does not help people to live their existences independently and peacefully. Colonel Abdullahi Yusuf, backed by Ethiopians, tried several attempts to capture the very strategic city of Baydhabo and bring the control of the city back to the hands of Ethiopian influence represented by Colonel Shaatiguduud.

An Ethiopian junior officer in the rank of lieutenant runs Bakool Region according to Wajid resident who asked anynomity. Members from the government such as Colonel Shaatiguduud are here to get militias for the government but are having some difficulties. For quite a while, clansmen were gathered in several camps and trainings were offered but their presence did not last long because militias report to the camps and leave on their will. The reason militias leave the training camps was poor living condition and not delivering what promised. People who are close to Mr. Shatiguduud describe how upset the colonel is about the president and prime minister's budget and army plan.

The MPs make visits to villages and address traditional leaders to contribute to the government. Livestock were donated to the militias for food where they get nothing in return. Ethiopians bring weapon and sometimes just show up to show their presence to the community.

The colonel felt humiliated by Ethiopian Junior Officers who briefs him daily with empty promises. Local people who are close to him think that he will be a changed man. These junior Ethiopians are the ones who recruit all the Somali politicians who are on the side of Colonel Abdullahi Yusuf Ahmed. The president already passed these conditions and expects everybody to get the hang of Ethiopians.

Which side of the fence Colonel Shatigudud sits will be known in the near future. The minister of Women and Family Affairs,Fowsio Mohamed Hassan, who played a role to convince Mayow to surrender, is expected to meet with the Colonel in Burhkaba very soon.
