Does a country without recognized
government really need e-Passport and e-Authentication

The newly established Somali government led by
Colonel Abdulahi Yusuf Ahmed and Vet. Ali Mohamed Geddi very recently
signed a contract with an Indian IT solution provider. On the part of
the Somali government, the vice-minister of foreign affairs, Hassan
Ahmed Jama, signed the contract costing US$25 million. Issuing national
ID and some related identities to the Somalis is important but this
government is not in a position to worry about issuing e-Passports,
atleast for now, unless it is putting the cart before the horse. Somalia
has been without a functioning government for the past 15 years, and the
wheels have been turning for better or for worse and above all, these
wheels will keep turning.
This new government needs to put things into
prospective and everything else will fall into place. Does the
government have budget to sign contracts in the first place? Isn't
government suppose to settle the differences between its members of
parliament or council of ministers? Does this government know rich
countries worry financially issuing e-Passports? Can this government
stop functioning e-brief casing? All this government worries about is
securing contracts so commissions and kickbacks will be hidden from the
Somalis.
Our resources are latent so far and Somali government
will depend on hand-outs from the donor nations and misusing such
donations will be irresponsible. Warlords turned themselves to members
of parliament and ministers (President & PM included) and they travel to
the generous and interested countries where they extend their hand and
ask help in the name of Somali people. Before this government was built,
warlords were local and couldn't travel outside Somalia but they became
officials which means a begging license was issued to them.
It is very comprehensible if third countries or
pressure groups exist and this budget was conditionally facilitated.
